Weekly Money Management Tips from Making Ends Meet
What if I’m in Over My Head?
Sometimes things change and it becomes hard to make all our payments.
If you know a payment will be late:
- Don’t ignore the problem. Contact creditors right away.
- Tell them why you fell behind and what your plans are for the future.
- Make a realistic repayment plan.
- Ask your creditors if they will agree to it.
- Get the name and title of the person you talk to. Make notes which include the date and time of this conversation.
- Put changes in writing. Mail a copy to your creditor and keep a copy for your records.
- Follow through on any agreement
The important thing to remember when there is a problem Talk to Your Creditors. Don’t avoid them. If a payment is difficult to make on time because of the time of the month when it is due, ask that the due date be changed to a more convenient date.

Incentive Amount:
- Programmable thermostats - $25
- Central Air conditioning - $400 - $600, depending on efficiency

- Electronically commutated Motor (ECM) furnace fans - $200

Equipment Requirements:
- Programmable thermostats – must be EnergyStar rated
- Central air conditioning minimum SEER of 14, minimum EER or 12.5
- Air-source heat pumps minimum SEER of 15, minimum EER of 12, and minimum HSPF of 8,5
- Electric heat pump water heaters – must have EER greater than 2.0

EMERGENCY SHELTER GRANTS:
Application and access to grants that provide emergency assistance for either arrears or first month's rent. Payment is limited to one month payment. Funds cannot be used for security deposits.
FAMILY SELF SUFFICIENCY PROGRAM
Rental Vouchers and Case Management help assisted families obtain employment that will lead to economic independence and self-sufficiency
FAMILY UNIFICATION PROGRAM
Rental vouchers and case management are made available to families where lack of adequate housing threatens to separate children from their families, or where it is preventing reunification.
HEAP: Home Energy Assistance Program - Oneida County
If you can't afford to pay your home energy bill, your home may not be safe, and you may be at risk of serious illness or injury. The Home Energy Assistance Program assists low-income households that pay a high proportion of their household income for home energy, primarily in meeting their immediate home energy needs. The HEAP program may be able to offer you one or more of the following types of assistance: bill payment assistance; energy crisis assistance; weatherization and energy-related home repairs.

EMPOWER NY FREE HOME ENERGY SAVINGS SERVICE
MVCAA and the EmPower New York program are offering no-cost energy services for income-qualified families. The program is funded through the New York State Energy Research and Development Authority (NYSERDA) under an agreement with the Public Service Commission.
Services may include:
- Attic and/or wall insulation:
- Draft reduction measures;
- Replacement of old, inefficient appliances;
- Installation of high-efficiency lighting;
- Tips on how to save energy.
To qualify, you must meet the income guidelines for fuel assistance under the Home Energy Assistance Program (HEAP), be the customer-of-record for the utility bills and complete and sign an Energy Services Application. Preference for the service is given to customers on the basis of energy usage and the potential for energy-saving measures.
Who is eligible: Utility customers that live in single family homes or buildings with 100 units or less, and either participate in a utility payment assistance program or have a household income below 60% of state median income.
How to apply: Complete the application and submit with a copy of your current HEAP award letter or copies of the past four weeks of pay stubs for everyone in the household (including child support/disability payments etc.), and a copy of your latest property tax bill. Renters only require proof of income. When you apply forthe emPower program we automatically put you on the waiting list for Weatherization if you are not already listed.

HOMELESSNESS INTERVENTION PROGRAM:
Helps find housing for families in crisis and assists them in maintaining a safe and suitable place to live. Provides case management to eligible families.

Provides Information and Referral services about housing opportunities in rural districts

Pre-Purchase counseling for home ownership

Assistance to municipalities
Lead-Safe Work Practices/Lead Hazard Control Courses
Students must Pre-Register. A completed application & payment for the course will reserve your space and must be received by MVCAA one (1) week prior to the class. Succesful completion of this course & exam alows the student to conduct renovations/remodeling and maintenance activities in a Lead-Safe manner using the "Interim Controls" protocol, according to the HUD Lead-Safe Housing Rule, 24CFR Part 35.
SECTION 8 RENTAL ASSISTANCE
This program is a rental subsidy that provides safe, sanitary, affordable housing to income eligible families located in towns and villages in Oneida and HerkimerCounties. Priority is given to families affected by domestic violence and natural disaster.
The program provides:

WEATHERIZATION
The Weatherization Program provides low-income homeowners and renters with energy conservation and assistance for their home, and improves the health and safety of the customer through home improvement projects.
We are not an emergency service program and right now we have about a 3-year waiting list, but we do provide the following services:

A complete energy audit of the home

Diagnostic testing of the heating system

Attic, sidewall, and perimeter insulation

Weather-stripping, and door sweeps on existing doors

Some door replacements

Air sealing
-
EnergyStar rated refrigerator replacements

Installation of CO detectors, and smoke detectors
