Weatherization Assistance Program

The Weatherization Assistance Program provides low-income homeowners and renters with energy conservation and assistance for their home, and improves the health and safety of the customer through home improvement projects.

Weatherization Assistance Program provides the following services*:

  • A complete energy audit of the home
  • Diagnostic testing of the heating system
  • Attic, sidewall, and perimeter insulation
  • Weather-stripping, and door sweeps on existing doors
  • Some door replacements
  • Air sealing
  • EnergyStar rated refrigerator replacements
  • Installation of CO detectors, and smoke detectors

*Weatherization is not an emergency service program; all new applicants are placed on a waiting list

Empower Program

MVCAA and the EmPower New York program are offering no-cost energy services for income-qualified families. The program is funded through the New York State Energy Research and Development Authority (NYSERDA) under an agreement with the Public Service Commission.

Services may Include:

  • Attic and/or wall insulation:
  • Draft reduction measures;
  • Replacement of old, inefficient appliances;
  • Installation of high-efficiency lighting;
  • Tips on how to save energy.

To qualify, you must meet the income guidelines for fuel assistance under the Home Energy Assistance Program (HEAP), be the customer-of-record for the utility bills and complete and sign an Energy Services Application. Preference for the service is given to customers on the basis of energy usage and the potential for energy-saving measures.

Who is eligible: Utility customers that live in single family homes or buildings with 100 units or less, and either participate in a utility payment assistance program or have a household income below 60% of state median income.

RESTORE

(Residential Emergency Services To Offer Repairs to the Elderly)

This program assists elderly homeowners in Oneida and Herkimer County to pay for the cost of emergency repairs to eliminate conditions in their homes that pose a threat to the life, health, or safety of the elderly occupant(s).  Emergency repairs may include, but are not imited to, heating repair/replacement, roof, foundation, plumbing, septic, well, accessibility modifications, etc.  Eligibility criteria is as follows:

  • Owner-occupied, one- to four-unit dwellings located in Oneida or Herkimer County
  • Household income must be determined to be at or below 80% of Area Median Income
  • Property taxes, mortgage (if applicable) must be current
  • Must maintain homeowners insurance coverage and flood insurance (if applicable)
  • A lien in the form of a forgivable loan is required for a period of 3 years, after which the loan is forgiven.  The lien is placed on the subject property as a guarantee for the loan.  If the primary residence is not maintained during this period, funds will be recaptured by MVCAA.

AHC Home Improvement Program

MVCAA is able to assist homeowners with funds from the NYS Affordable Housing Corporation with repairs and improvements to their homes.  MVCAA can fund up to 60% of a total project cost for single family homeowners in Oneida and Herkimer Counties.  These projects must be for necessary repairs and improvements to systems and structures, such as, roofs, foundations, windows/doors, electrical plumbing, heating, cooling, accessibility modifications, lead and mold remediation.  The homeowner must be able to contribute the remaining cost of the entire project from other sources.  Eligibility criteria is as follows: 

  • Property must be owner-occupied, single family located in Oneida or Herkimer County
  • Household income must be determined to be at or below 112% of the Area Median Income
  • Household assets cannot exceed $15,000
  • Property taxes, mortgage (if applicable) must be current
  • Must maintain homeowners insurance coverage and flood insurance (if applicable)
  • A lien in the form of a forgivable loan is required for a period of 2 to 10 years (depending on funding level) after which the loan is forgiven.  The lien is placed on the subject property as a guarantee for the loan.  If the primary residence is not maintained during this period, funds will be recaptured by MVCAA.
