Family Services Manager

The Family Services Manager is responsible for the administration and coordination of services with families ensuring that quality of work and services provided meet or exceed Federal Performance Standards and are in line with the Parent, Family and Community Engagement Framework.


  • Coordinates Policy Council meetings and trainings and ensures communication systems with the Governing Body, Parent Committees and Management
  • Supports all functions of eligibility, recruitment, selection, enrollment and attendance including innovative efforts to maintain 85% average daily attendance
  • Oversees Family Support Specialists, working with Site Supervisors in the evaluation and monitoring of Family Support Specialists as well as responsible for their professional development
  • Support recruitment efforts meeting the needs of Head Start/Early Head Start eligible families in response to community assessment to maintain full enrollment and wait lists
  • Assists with the annual review of, training and updating of Integrated Service Plans
  • Oversee the planning and implementation of Family Engagement activities using the principles of the PFCE Framework such as Open House, Parent Education, Parent University, Parent Committees, Family Involvement Days, Father Engagement and other family engagement opportunities
  • Supports and oversees staff and the case management to families. Ensure staff receive necessary trainings to provide effective case management using a strength based approach
  • Establish positive, intentional relationships with families focusing on trust and rapport and train all staff to do the same as a foundation of working with families
  • Reviews court orders as necessary and assists staff with any requirements due to orders
  • Manages and develops monthly reports, outcomes data, PIR, CSBG and other necessary data to effectively monitor and assist in planning for the direction of the family service area as well as for reporting purposes
  • Reviews and evaluates database systems to streamline efficiency to meet the needs of the family services area and to provide accurate reports for monitoring and reporting
  • Collaborates and builds mutual relationships with relevant internal and external partners to enhance services to enrolled families as well as to recruit and enroll families
  • Employs strategies for opportunities for families to engage in classroom, prenatal and home-based programs and socializations and other opportunities for peer and community interactions
  • Must ensure all systems are responsive to diverse cultures and languages to ensure quality services to all
  • Responsible for building and maintaining positive working relationships with team members, all other divisions within MVCAA, internal customers external vendors and partners
  • Holds high expectations for families as partners and works to motivate and inspire them to increase participation and involvement with their child’s education
  • Understands, generates and documents in-kind and other allowable costs toward the non-federal share requirement
  • Maintains accurate and timely records
  • Attends and gives trainings as required
  • Adheres to agency personnel policies and procedures
  • Understands and supports MVCAA, Inc. Supervision of Children policy
  • Supports 5 year Program Goals and School Readiness Goals and objectives
  • Demonstrate commitment to mission, values and policies in the performance of daily duties


  • Performs other duties as assigned and requested to ensure the successful execution of the program


  • BA or BS in Human Services or related field
  • Supervisory experience
  • Must have knowledge and experience working with families and children
  • Experience working with low income population and diverse cultures
  • Professional training and/or certification in advanced use of database systems
  • Ability to build and maintain positive working relationships with team members, internal customers and external partners
  • Must be skilled in positive communication and with motivating people
  • Excellent oral and written communication skills
  • Knowledge of Microsoft Office, specifically Word, Excel, Outlook and Power Point
  • Knowledge of community resources and the skills to link families with appropriate agencies and services
  • Ability to exercise discretion and maintain confidentiality and privacy • Work flexible hours to meet the needs of families
  • Background check, fingerprinting screen and annual physical examination and TB
  • Able to travel to all program sites, trainings, etc. as necessary and requested
